PIPM Working Group: Standards Team

Hello, I would like to update everyone on the progress of the standards group. We would like to thank Maura Lout of NY4P for her help.

Goals of team:

1. Develop a broad based evaluation tool for assessment of state parks,

2. Obtain consensus on standards and performance measures for state parks,

3. Create communication between public, dcr and legislators regarding priorities, conditions and advocacy.

Goals of report:

The assessment tool (or report card) is designed to track trends in park conditions, note improvements, and identify consistent challenges. The report card has three purposes:

1. To provide communities, dcr and legislators with an assessment of how state parks and recreation facilities are performing in comparison to other state parks. This easily accessible information will help communities, advocates and dcr work for improved services in park and recreation facilities. This will also encourage a more efficient distribution of limited resources.

2. To provide an independent assessment of performance against a defined level of service. This creates accountability for providing a defined level of service as well as improvement for every park and recreation facility in the state.

3. To foster communication among communities, dcr, legislators and advocates about how best to improve and maintain state parks and recreation facilities. The report card and reporting website will provide a common forum, language, and set of data for park staff, legislators and general public to improve our parks.

Our goal is to have a working draft of standards and methodology to present at the June 9th Lands Conference.

2/14/07 Update:

I just want to take a few moments to update the group on the status of our project. While we were unable to connect via telephone, we are making progress. I have completed extensive research with both private and public park departments (federal, state, local, and international) on management standards, public engagement, and performance management. From these conversations, I have begun to develop a series of best practices. TPL has also begun to explore opportunities for grant funding of this project. To date, dcr has expressed interest in working with us on the development of this project. I am working to schedule a follow-up meeting with key staff members there. This will also lead to, hopefully, more members of our group and a widening of our message. I am also reaching out to the city and will be following up with the Massachusetts chapter of the NRPA.

When I have firm dates for the meeting with dcr and the city of Boston, I will email the group. Any thoughts or suggestions can be posted to the blog.

The standards project is rolling forward. I am happy to announce that we are working closly with DCR to develop a workplan for the development of a statewide set of maintenance standards and report card.
